Born in 1959, Cho entered the film industry in 1987 and worked for about 40 years in planning, production and screenwriting. He made his directing debut in 2019 with 'The King's Letters', a historical drama about King Sejong's creation of Hunminjeongeum starring Song Kang-ho, Park Hae-il and Jeon Mi-seon. The film drew about 960,000 viewers after its release.

Cho also took part in the production, planning and screenplay of Lee Joon-ik's 'Once Upon a Time in a Battlefield' (2003), 'A Frozen Flower' (2010) and 'Battlefield Heroes' (2011). For 'The Throne' (2015), he won screenplay awards from the Korean Film Critics Association, the Korean Film Producers Association and the Chunsa International Film Festival.
