DeepSeek, MiniMax Clear China Export Registration for AI Models
MiniMax said it completed technology export registration with China's Ministry of Commerce, covering models for open-sourcing and overseas provision.
DeepSeek and MiniMax have completed China's technology export registration for their AI models, clearing the way for open-source releases and licensing overseas, according to the CCTV-affiliated social media account Yuyuantantian.
Yuyuantantian said on October 22 that both companies had received approval for overseas use of their models, and that AI companies can continue commercialization activities as usual.
MiniMax said in a separate statement the same day that it had completed technology export registration with China's Ministry of Commerce. The registration covers some models the company recently released or plans to release, for open-sourcing and provision outside China.
The approvals follow a move by the Ministry of Commerce on October 16, 2026, when it proposed export control measures covering 23 AI technology areas, including models, AI agents and computing clusters.
