The Pan-Government Ultra-Large AI Common Foundation, the common AI platform for civil servants, has been confirmed to run 11 large language models (LLMs), according to data submitted by the Ministry of Science and ICT to lawmaker Kim Jang-kyum's office at the National Assembly's Science, ICT, Broadcasting and Communications Committee. The 11 models consist of 4 domestic and 7 foreign LLMs. Samsung SDS operates 5 of the models, while Naver Cloud operates 6.
Samsung SDS's lineup includes Upstage's Solar Open 2, Samsung Electronics' Samsung LLM, Google's Gemma 4 Vision, OpenAI's GPT-OSS and Meta's Llama 3.3.
Naver Cloud's lineup includes Nvidia's Nemotron 3 Ultra, LG AI Research's K-EXAONE, Naver's HCX-GOV-Think, LLM42-Gemma4, LLM42-Translate Gemma and OpenAI's GPT-OSS. GPT-OSS is the only model both operators use.
Project background
The Pan-Government Ultra-Large AI Common Foundation began construction in May last year and started pilot operation in November. Samsung SDS and Naver Cloud participate in the project through FABRIX and CLOVA Studio for Gov respectively. Naver Cloud recently added Nvidia's Nemotron 3 Ultra.
