Rockstar: GTA VI Won't Make Players All-Powerful
Rob Nelson says Grand Theft Auto VI gives NPCs their own impulses and adds a police heat system that tracks the player's clothing.
Rockstar Games' Rob Nelson said Grand Theft Auto VI will not put players above everyone else in its world, in an interview with IGN. NPCs in the game will have their own impulses and may come after the player, he said.
Nelson also described a "heat" system for the police: officers recognize the player's appearance and clothing, and a hat or glasses will not hide them until they change clothes.
He compared the approach to Red Dead Redemption 2, where the player is not the only dangerous person in the world.

In earlier Grand Theft Auto games, apart from the police, the player was the only one carrying an "invisible arsenal hidden away," and everyone else in the world would run away in terror. Nelson said being "overpowered" compared to everyone except the cops "can be fun but not as fun" as a world where other people may have impulses of their own.
Rockstar began giving other characters agency in Red Dead Redemption 2, with gangs that will attack the player. In Grand Theft Auto VI, the story follows partners in crime and lovers Jason and Lucia, described as "criminals on the run."
