Hollywood Coalition Backs Proposed U.S. Film and TV Tax Incentive

The American Entertainment Alliance, which includes CAA, WME, UTA, Blumhouse and Imagine Entertainment, said it supports the proposed federal incentive as a first step.

The American Entertainment Alliance, a coalition of Hollywood talent agencies and independent producers, said on Thursday that it supports the proposed U.S. federal tax incentive for film and TV production as a first step, according to Variety.

The alliance includes the talent agencies CAA, WME and UTA, as well as independent producers Blumhouse, Imagine Entertainment and MRC.

The group said it backs the incentive but will push for adjustments to make it more favorable to independent producers. The proposal includes a 5% bonus for independent productions, and under the current bill language an independent producer is defined as any company that is not publicly traded.

The AEA also said it will pursue its separate legislation on creative ownership in the next Congress.

Background

The AEA announced its existence the previous week, with a New York Times story pushing for legislation to require streamers to buy 50% of original content from independent production companies. The federal tax credit bill was introduced in Congress in September 2026, and the AEA's creative-ownership proposals were not included in it. The AEA is also pushing for a revival of the fin-syn rules that allowed independent TV producers to thrive in the 1970s and '80s.
