KTOA to Press Ookla Again for Data Behind Korea's 22nd-Place Speed Ranking

The Korean telecom association says it will renew its request for Ookla's measurement methods and country-level data after Korea placed below Vietnam and Thailand.

KTOA said on October 19, 2026 that it will again ask Ookla to disclose its measurement methods, conditions and country-level data, after the August edition of the Speedtest Global Index placed South Korea's fixed broadband 22nd in the world at 251.33 Mbps, according to digitaltoday.co.kr.

In the same index, Vietnam ranked 8th at 301.48 Mbps and Thailand 9th at 298.92 Mbps, putting both ahead of South Korea.

Critics argue that Ookla's measurement conditions and detailed data are not disclosed fully enough for the index to serve as a basis for comparing national networks. A Ministry of Science and ICT official said measured speeds could differ two- to three-fold depending on whether a Korean or a Tokyo server was selected.

KTOA said it asked Ookla for detailed survey data in 2023 but did not receive specific materials.

Earlier questions about the data

Ookla, founded in the US in 2006, publishes monthly country speed rankings built from user-initiated measurements. In July 2025, the OECD published a report on closing broadband connectivity divides that noted possible sample selection bias in user-initiated measurement, and excluded Korea from a Q4 2024 chart comparing regional fixed broadband download speeds using Ookla data because of sample size.
