RDW Clears Tesla Update Capping Speed Overshoot at 10%
The Dutch vehicle authority approved the change as minor, with the system renamed Tesla Assisted Driving ahead of an EU-wide TCMV vote expected in December.
The Dutch vehicle authority RDW has approved a Tesla software update that lowers the permitted speed overshoot of its driver assistance system in Europe from 50% to 10%, according to digitaltoday.co.kr. The approval was dated November 3, 2026.
Under the approved changes, the speed allowance resets to 0% every time the car is started, and other speed-related functions are disabled by default. The update will be delivered over the air and reflected in the in-car display, the owner's manual and the driver information of HW4 vehicles.
RDW classified the update as a minor change and said it found no negative or unintended effects. The system's name also changes from Full Self-Driving (FSD) Supervised to "Tesla Assisted Driving".
Background
On April 10, RDW had approved the system allowing up to 50% deviation from the speed limit, citing safety and traffic flow. In June, Sweden demanded that the EU not approve FSD unless Tesla removed the speed-limit overshoot setting, and in September a Brussels pedestrian safety group said testing showed speeding in 55% of 30 km/h zones. France cited urban speeding as a reason for not recognizing the Dutch approval, and on the 6th of last month Germany's transport ministry said it would back EU approval once Tesla agreed to rename Full Self-Driving and limit the allowance to 10%.
RDW's approval is currently recognized by 10 countries: the Netherlands, Belgium, Croatia, Czechia, Denmark, Estonia, Latvia, Lithuania, Slovakia and Slovenia. The new measure comes ahead of an EU-wide approval vote expected as early as December in the TCMV committee.
